This is not a rumor. Pakistan's Ambassador to Russia, Faisal Niaz Tirmizi, confirmed it this week. The target is 50,000 Russian visitors per year and $1 billion in annual revenue. Here is why it is more realistic than it sounds.
Why Russians Are Looking for a New Home
Before 2022, Russia sent 24 million tourists abroad every year. Today that number is 15 million. Europe shut its doors. The Middle East became a gamble. Millions of Russian travelers have money, time, and nowhere to go.
The average Russian tourist spends between USD 1,000 and USD 5,000 per trip. Countries that host them well earn between USD 1 billion and USD 7 billion annually. Pakistan wants that money, and it is moving fast to get it.
Pakistan Already Proved It Can Do This
In 2025, Pakistan welcomed over one million international tourists. That is an 820 percent increase in a single year. BBC and CNN both named Gilgit-Baltistan a must-visit destination. The world noticed. Now Pakistan needs to convert that attention into actual bookings from Moscow.
The Plan Is Already In Motion
Seventeen tourism projects are done. Ten new hotels and resorts open in Hunza, Gadani, and Sonmiani by 2027. Visa on arrival is available for 126 countries including Russia. A digital travel platform called Tourism on the Palm handles bookings and planning online.
The northern regions, Skardu, Hunza, and Hazara Division, are being positioned directly for adventure travelers. Trekking, mountaineering, the Karakoram Highway. Exactly what Russian tourists are seeking right now.
The only real gap left is a direct flight between Moscow and Islamabad. The day that route opens, the numbers change overnight.
