The Scam Playbook: What Fraudsters Actually Do
Most Umrah scams do not look like scams. That is the whole point.
The typical fraudster sets up a Facebook page, plasters it with photos of the Kaaba, and starts posting "limited seats available" deals at prices that seem almost too good. They collect advances — sometimes PKR 20,000, sometimes the full package amount — and then either vanish completely or keep stalling with excuses until the Umrah season ends.
Some run actual offices. They issue fake receipts and hand you documents that look official but are worthless. By the time you arrive at the airport and discover your visa does not exist, your agent's phone is switched off.
Others are more sophisticated. They book your flight but skip the hotel, or secure a visa but never actually book accommodation. You land in Jeddah with no confirmed stay, no support, and a booking confirmation that no hotel has ever heard of.
The scam evolves. Your awareness has to evolve faster.
The Only Documents That Actually Protect You
Before you pay anything — even a deposit — ask for these three things in writing.
First, a registered travel agency license from the Pakistan Tourism Development Corporation (PTDC) or the Ministry of Religious Affairs. Any legitimate Hajj and Umrah operator in Pakistan is registered. If an agent hesitates, deflects, or claims they are "in the process" of registration, walk away.
Second, a written contract that spells out every single service — hotel name, star rating, distance from Haram, meal plan, transport, and visa processing timeline. Vague contracts are designed to protect the agent, not you.
Third, payment receipts on official letterhead. Not a WhatsApp screenshot. Not a handwritten note. A printed receipt with the agency's name, address, and stamp.
None of this is complicated. Legitimate agencies hand these over without being asked. If getting basic paperwork feels like pulling teeth, that is your answer.
The Price That Should Make You Pause
Pricing is the fastest red flag.
Legitimate Umrah packages from Karachi — covering airfare, visa, accommodation near Haram, and ground transport — currently start in the range of PKR 231,000 and go up depending on hotel category, proximity to the Haram, and travel period. Economy packages exist, but they have a floor. There is a real cost to flights, visas, and hotels.
When someone quotes you a number significantly below that floor, one of two things is true. Either critical services are missing from the package and you will pay for them separately later, or the whole thing is fabricated.
Compare prices across at least three registered agencies before deciding. If one quote is dramatically lower than the others, treat it as a warning, not a bargain.
Saudi Arabia's Own Verification System — Use It
Here is something most travelers in Pakistan do not know: Saudi Arabia has made it easier than ever to verify your Umrah booking before you travel.
The Nusuk platform — Saudi Arabia's official Umrah management system — allows pilgrims to check whether their visa, accommodation, and transport are genuinely registered in the system. A legitimate travel agent will have your booking reflected on Nusuk. If your agent refuses to show you confirmation through the official platform, or claims the system "takes time to update," do not board that plane.

How to Choose an Agent You Can Actually Trust
Word of mouth still matters. Ask your mosque community, your extended family, your colleagues. Someone in your network has made this trip. Their experience with an agency is more valuable than any advertisement.
Beyond referrals, check whether the agency has a physical office you can walk into. Meet someone face to face. A real business is not hiding behind a WhatsApp number. A real agent welcomes your questions because they have nothing to hide.
Verify the Ministry of Religious Affairs registration independently. Do not just take the agent's word — call the ministry or check their official portal.
And trust the instinct that tells you something is off. If you are being pressured to pay quickly, if prices keep changing, if documents are always "coming soon" — listen to that feeling. Your Umrah is too important to gamble on.
