Submit the right income documentation, qualify for the lowest bracket, and your annual tuition can drop to zero euros. Not a scholarship. Not a loan. Zero. PhD students in Italy are in an even more favorable position. Most funded PhD programs come with a monthly stipend of approximately €1,200 to €1,400 net. Add DSU benefits on top of that, and you're looking at a situation where Italy is actually paying you to do your doctorate.
The deadlines matter. DSU applications typically open between July and October each year. Missing this window means waiting another full year. Mark your calendar.
How Pakistani Students Can Actually Apply

First, you need to identify a PhD position at the University of Udine. PhD admissions in Italy are project-based and competitive. You apply for a specific research position, not just a department.
